Real Estate
  • Frank has been active from “cradle to grave” in real estate matters from acquisition, construction, leasing, evictions (commercial and residential) and sales as well as litigation of matters at all these stages. Formerly an approved attorney with his own title closing operation, Frank is familiar with title curative issues and how to wind one’s way through the closing process. Partition of jointly owned property involving investors and heirs is a significant part of his practice. In this area, Frank’s experience assists his clients in their decisions to   partition in-kind, sell and negotiate the distribution of the sale proceeds or litigate their interests. Having represented many of the major property managers in North Texas, he has substantial experience representing landlords and tenants in commercial and residential lease drafting, litigation including evictions and collection matters.

Construction
  • Frank has represented developers, owners, contractors, subcontractors and suppliers in all phases of commercial and residential construction matters. First as a labor contract negotiator in the mid-70’s, then as General Counsel of a major contractor based in Fort Worth with mechanical, electrical, sheet metal, insulation, design-build, and industrial divisions and then as founder of his own law firm, Frank has been in the ditch getting the facts from the tradesmen and in Federal District Court pursuing his clients’ interests.

    His construction clients have called on him to negotiate contracts between all of the players in the construction process and to draft contracts for his clients’ general use.

    Aside from construction matters, Frank has also assisted the same clients in general business matters and a wide range of litigation.

Mechanics Lien & Bond Claims
  • Frank has written articles and given legal education presentations on the arcane and indecipherable Texas law on lien and bond claims. He has provided form packages to clients containing basic correspondence and outlining the ever confusing series of deadlines imposed by Chapter 53 of the Texas Property Code. Having sent the necessary notices, prepared and filed lien and bond claims and litigated such claims on innumerable occasions, Frank can give his clients quick and accurate descriptions of their lien and bond rights or, for owners or sureties, their liabilities, then represent them accordingly.

Business & Corporate
  • Frank is active in setting up new companies and advising existing companies.  This work includes advising them on corporate matters, drafting internal contracts such as Buy-Sell agreements, employment contracts, form contracts used in the ordinary course of business, advising as to the legal issues his clients encounter and assisting in asset and stock sales of his client companies.

Early in his career, Frank learned to consider a matter first from a legal perspective and then consider the practicalities.

Frank founded his own law practice and developed it into a well-known and respected firm in the legal communities of Fort Worth and surrounding areas. He qualified for and obtained a Certification in Commercial and Residential Real Estate from the Texas Bar’s Board of Legal Specialization; AV rating from Martindale-Hubble (“Very Qualified”) and designation as a “Super Lawyer in Real Estate law” by Thomson Reuters (2013-2014).

Active in several cultural, civic and sporting organizations, Frank has offered his legal and life experiences to help guide these organizations.

Frank has celebrated his 32nd wedding anniversary with his wife, Martha McIntire Newman and his sons, Travis and Marshall. Martha, Travis and Marshall have been noted for their own professional, personal and athletic achievements. Martha and Frank helped their sons to achieve the Eagle Scout rank, Boy Scouts of America.

His personal interests have included golf, private flying, racing motorcycles and cars, and restoration of cars and motorcycles. His mother gave him a T-Shirt that declares “Still Plays with Cars”. He wears it proudly.
